Ao


In the original series, Ao was presumed dead after being hit by a bomb from the ten-tails beast. However, it was soon revealed that he was saved by Amado and recruited by the Kara organization.

Fitted with advanced ninja technology, Ao proved to be a formidable foe for Boruto and his friends. In fact, he was even able to disable Mugino and survive a collapsing cave. Despite this, he was still outsmarted by Boruto. Ao managed to redeem himself and move over to the good side by choosing to save the titular character from a possibly fatal attack.

Deepa


Boruto and the rest of team 7 had an extremely difficult time overcoming Deepa. An inner member of Kara, Deepa was a deeply troubled character who barely showed any hesitation when killing other people. It is also mentioned that Deepa had developed a taste for human flesh and blood due to his goal of trying different flavors all over the world.

His ninjutsu allows him to manipulate carbon into damaging bullet-like projectiles and an indestructible suit of armor. If Lady Luck wasn't on team 7's side, Deepa would've easily obliterated Boruto and his pals.

Delta

As a member of Kara's inner, Delta is fitted with extremely powerful Shinobi-ware. So much so that she could hold her own against the seventh Hokage of Konohagakure. Her nonsensical and sadistic personality further makes her a dangerous and powerful villain as she showed no remorse for attacking and killing opponents.


The body modifications imbued in Delta have allowed her to channel raw strength and power, to the point where she was able to make Naruto bleed by simply punching him.

Shin Uchiha


Shin Uchiha was Orochimaru's former test subject. This makes him blessed with some of the most terrifying abilities to ever exist in the Naruto universe. His genetic make-up allows him to accept any genetic material with ease, allowing him to expertly wield a transplanted Sharingan and even to active his own Mangekyō.

Being raised by Orochimaru, Shin has a distorted worldview and has no honor. This means that he's more than willing to use dirty tricks to win over every opponent he faces.

Code 


Just like the other members of Kara's inner, Code is fitted with body modifications that significantly boost his physical capabilities. Code also has a White Kāma, which allows him to gain access to Isshiki Ōtsutsuki's power.

However, fans are yet to see the full extent of Code's powers since Amado had him wear limiters to restrain his destructive abilities. Because of his pompous demeanor and hidden power, Code is one evil villain in the Naruto universe that Boruto should be scared of. But long as the limiters are connected to Code's body, his abilities are less powerful than Jigen's.

Jigen


As the powerful leader of Kara and the vessel of Isshiki Ōtsutsuki, Jigen exhibited some of the most powerful skills and abilities the franchise has ever seen. Aside from having immensely destructive ninjutsu and chakra abilities, Jigen is also fitted with augmentations that allow him to become almost indestructible and even absorb chakra from other powerful beings.

During a battle with both Naruto and Sasuke, Jigen was able to overcome the two legendary shinobi with ease, making him one of the most terrifyingly powerful characters to ever appear in the franchise.

Kinshiki Ōtsutsuki


Unlike the other villains from Boruto, Kinshiki Ōtsutsuki had some semblance of nobility and morale. As a member of the Ōtsutsuki clan, Kinshiki had special abilities that allowed him to do herculean tasks such as holding a jinchūriki and absorbing any ninjutsu that comes his way.

Kinshiki also has unmatched durability and strength. It is mentioned that Kinshiki is strong enough to even split planets in half. Despite this, Kinshiki was still considered a weaker villain compared to his foster son Momoshiki.

Momoshiki Ōtsutsuki


First making his appearance in Boruto: Naruto the Movie, Momoshiki Ōtsutsuki is without a doubt, one of the most powerful villains in anime history. Momoshiki's enemies are shown to have a hard time disabling him as his Rinnegan allows him to absorb an opponent's ninjutsu and send it back as an amplified attack.

After absorbing Kinshiki, Momoshiki's powers also intensified and his appearance became more horrendous. Seeing a villain with black sclerae, fangs, bull horns, and dark red skin would have surely intimidated even the best teachers from the original series.

Koji Kashin


Koji Kashin is a clone of one of the most powerful shinobi to ever exist in the Naruto universe, Jiraiya. His abilities are extremely close to the ninjutsu Jiraiya uses. This includes toad-based attacks, disabling genjutsu techniques, as well as fire and earth releases.

Despite being considered a villain because of his affiliation with Kara and the deeds that he has done, Koji is highly respected by other characters and fans of the franchise due to his pure intentions. He doesn't take his mission to protect humanity lightly, going so far as trying to kill Isshiki Ōtsutsuki despite knowing that his abilities would fall short.

Isshiki Ōtsutsuki


It is revealed in the manga and anime that the true identity of Jigen is Isshiki Ōtsutsuki. Some of the notable abilities Isshiki has is space-time ninjutsu, supreme intelligence, unrivaled speed, and superb chakra control. Through Isshiki's Daikokuten, he can shrink targets and store them in a timeless dimension. This effectively immobilizes his opponents and renders them useless in battle.

Isshiki's powers weres too strong that Naruto had to make use of the Baryon Mode. This, in turn, decimated Kurama and permanently weakened Naruto's abilities.
